This pulled winner allocation back from the market into HP's hands.
21 resellers were fined alongside — in the Personal Systems case, resellers coordinated by submitting "cover bids" that made each tender look competitive while outcomes were pre-arranged; in the Printer Supplies case, another 16 resellers were fined ₹2.3 crore total.
HP India voluntarily disclosed and cooperated, getting reductions — but CCI ruled HP played the "central organizer" role in the anti-competitive arrangement, limiting the reduction scope.
Government procurement holds critical share of India's PC and printer markets, with GeM's annual transaction volume exceeding ₹4 trillion and covering all central and state-level departments. HP holds the top position in this segment long-term, and this fine directly shakes its GeM bidding eligibility.
