UK nationalizes its last major steel plant | Former Chinese owner Jingye demands full compensation

On July 16 the UK government took full control of the blast-furnace and steelmaking complex at Scunthorpe, Britain's last major crude-steel plant. Prime Minister Keir Starmer announced the nationalization two months ago; completing it is among the last acts of his term, which ends in a few days.

The government first stepped in in April 2025, when the plant's owner, China's Jingye Group, appeared to be unilaterally shutting the blast furnaces — threatening Britain's only remaining crude-steelmaking capacity. Emergency measures followed and the state took day-to-day operational control. Over the next year the government tried to find a private buyer for a business that needs heavy investment to modernize and decarbonize. No buyer emerged, so it chose nationalization.

On July 13 Jingye issued a statement demanding the UK compensate it "promptly, fully and effectively" for its entire investment, calling the takeover an "extreme and escalatory" move. It said it had made "huge" investments in operations and equipment since acquiring the business in early 2020 and was "determined to recover the full investment without compromise." The government says it will appoint an independent valuer to assess whether any compensation is owed.

The plant isn't cheap to run. In March a government audit body put daily operating cost to the state at about £1.3 million. Starmer's argument: a "strong nation" must make its own steel, and nationalization protects skilled jobs.

If it works, Britain keeps its crude-steelmaking capacity and thousands of jobs. If it doesn't, taxpayers burn £1.3M a day on a plant no one has yet decided whether to refurbish or replace with an electric arc furnace.
