Korea PIPC Fines TikTok and Apple Subsidiary | 10.3B Won vs 252M Won Over User Data Misuse

TL;DR

Korea's PIPC fined TikTok 10.306 billion won and Apple subsidiaries 252 million won for improperly using user data.

Korea's Personal Information Protection Commission fined TikTok and an Apple subsidiary 10.306 billion won and 252 million won respectively for improperly using user information.

TikTok's case is more serious: without legal basis, TikTok used consumer behavior information collected from other companies for ad marketing and transferred it overseas. The company obtained relevant consumption information on 9.45 million active Korean users — TikTok Korea's total user count.

Apple's case has a longer time window: the Commission found that Apple's subsidiary before August 2019 used voice recordings and their transcripts from users' Siri interactions to improve voice recognition and search functions without user consent. Apple subsidiary ADI got the 252 million won fine, and another subsidiary ASPL was ordered to review its overseas transfer of user information — the follow-up remediation orders have bigger impact than the fine itself.
