China Advances National Single-Stack IPv6 Plan | Also Develops Surveillance-Friendly IPv6+ Variant

China's Cyberspace Administration published the "Implementation Opinions on Deep Advancement of IPv6 Technology Innovation and Application Integration Development (2026–2030)" on July 21. By 2027: 900 million active IPv6 users, 38% IPv6 traffic share, and all networked devices supporting IPv6. By 2030: 950 million active users, 42% traffic share, new networks prioritizing IPv6, and accelerated migration to pure IPv6 single-stack.
The document also requires strengthening "IPv6+" R&D. IPv6+ allows embedding content metadata in packets and suggesting routing paths — the European think tank MERICS previously flagged this as having "clear governance appeal for authoritarian regimes," usable for censorship, precise interception, or additional billing. Chinese telecom equipment vendors have already exported IPv6+ compatible equipment to multiple countries.
Beijing previously pushed a similar "New IP" protocol at the ITU but it wasn't adopted; the approach now is to develop domestic standards while participating in global standards in parallel. IPv6+ follows the "deploy at home first, export product, standardize later" playbook — the same one Huawei and ZTE used in telecom standards over the past two decades.
