Saudi Arabia pivots — The Line slows, $40B bets on AI datacenters

The mirror-glass wall is shrinking. Saudi Arabia's PIF chairman Yasir Al-Rumayyan confirmed that NEOM flagship project The Line — originally a 170km linear city — will slow construction substantially. PIF's new 2026–2030 five-year strategy explicitly prioritizes AI infrastructure and domestic investment, replacing the original large-scale urban construction direction.

Where the money goes. In February 2026, NEOM signed a $5B partnership with datacenter operator DataVolt — converting original city-build land into AI datacenters. Saudi Arabia, through new national AI company HUMAIN, committed $40B to AI. Early 2026, Saudi Arabia activated Hexagon datacenter — 480 megawatts capacity, currently world's largest government datacenter. Saudi Arabia declared 2026 the «AI Year», with nine cloud regions and four more in construction.

Why now. PIF currently manages ~$925B in assets. The board judged the next phase should shift from speculative megaprojects to consolidation and targeted growth. Global tourism real estate capital environment is much more complex than when Vision 2030 was set. Saudi Arabia's bet is to position itself as a neutral AI infrastructure hub — serving US companies that can't easily build in China, and Chinese companies restricted in the US. Google, Microsoft, Amazon have all announced Gulf datacenter expansions in the past 12 months.

From building the city of the future to becoming the compute substrate for the city of the future — direction changed, ambition didn't.
